Property Maintenance Manager
West CAP — a progressive, non-profit Community Action organization, is seeking a full-time Property Maintenance Manager. This critical position is responsible for overseeing all aspects of property maintenance operations across designated affordable housing sites and West CAP facilities.
Job Description
This critical position is responsible for overseeing all aspects of property maintenance operations across designated affordable housing sites and West CAP facilities. This includes supervising site managers and maintenance staff, coordinating and assigning work, evaluating performance, and ensuring adherence to safety and operational standards. The role involves direct participation in responding to resident maintenance requests, including emergency on-call duties, and ensuring all maintenance activities are thoroughly documented in the property management system.
West CAP partners with private for-profit businesses and non-profit groups to plan, finance, and build good quality, affordable housing that is energy efficient and responds to local community housing needs. Over the past sixteen years we have developed, either through acquisition and renovation, or through new construction, over 310 units of housing in communities in western Wisconsin. Qualifications & Benefits
Education & Experience:
- Associate’s or bachelor’s degree in Facilities Management, Property Management, Construction Management, or related field preferred. Equivalent experience may be considered.
- Minimum of 5 years of experience in property maintenance or facilities management, including supervisory responsibilities over maintenance or site management staff.
- Experience working with affordable housing, compliance standards, or housing inspections preferred.
- Ability to obtain OSHA Safety and Housing Quality Standard inspection certification within one year of hire
Knowledge, Skills & Abilities:
- Strong working knowledge of building systems (HVAC, plumbing, electrical, structural) and maintenance procedures.
- Knowledge of local building codes, safety regulations, fair housing laws, and compliance requirements for housing providers.
- Experience with project audits, regulatory reporting, and managing site-level inspections.
- Proficient in using property management software for tracking maintenance, tenant communications, and reporting.
- Strong organizational and time management skills; able to prioritize multiple tasks in a fast-paced environment.
- Effective communication skills, both verbal and written, with the ability to interact professionally with tenants, contractors, vendors, and team members. Strong conflict resolution skills and a customer service-oriented approach to resolving tenant maintenance complaints.
- Ability to prepare and manage budgets, review invoices, and assist with insurance claims and capital planning.
- Ability to participate in an emergency on-call rotation during nights and weekends.
- Valid driver’s license and reliable transportation required for regular site visits and inspections
Physical Qualifications:
While performing the duties of this job, the employee is regularly required to sit; use hands to finger, handle, or feel objects, tools, or controls; and talk or hear. The employee frequently is required to stand and walk. The employee must occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision.

CSFP Food Warehouse Coordinator
West CAP — a progressive, non-profit Community Action organization, is seeking a part-time, 60 hours per month, Food Warehouse Coordinator. This position is responsible for the receipt, inventory, storage, and distribution of monthly Commodity Supplemental Food Program (CSFP) shipments.
Job Description
This position is responsible for the receipt, inventory, storage, and distribution of monthly Commodity Supplemental Food Program (CSFP) shipments. Arrange deliveries across a 10-county service area, drives agency cargo van, and collaborates with local agencies and food banks to ensure timely distribution.
The Commodity Supplemental Food Program works to improve the health of low-income adults age 60+ years by supplementing their diets with nutritious foods. Distribution sites include Aging & Disability Resource Centers, Churches, senior living facilities and food pantry sites across ten counties in west central Wisconsin.
Qualifications & Benefits
Education & Experience:
- High school diploma or equivalent required; post-secondary coursework or training in human services preferred. One or more years of experience in food distribution preferred.
- Experience working or volunteering in a nonprofit, social service, or community-based organization is a plus.
- Strong communication skills to coordinate with agency partners, volunteers, and senior participants.
- Employee is frequently required to bend, stoop, and kneel and work outside in the elements.
- Ability to work independently and as part of a team (pantry volunteers and employees).
- Experience or interest in supervising and supporting volunteers, including training and logging hours.
Technical & Physical Skills:
- While performing the duties of this job, the employee is frequently required to stand and walk. Ability to safely operate motorized pallet jacks, hand pallet jacks, and other moving tools.
- Ability to lift and move up to 50 pounds regularly, bend and stoop frequently and perform physically demanding warehouse inventory tasks.
- Basic computer proficiency, including data entry and use of inventory or client management systems.
- Ability to complete accurate inventory reports and maintain detailed warehouse logs.
Compliance & Ethics:
- Commitment to confidentiality and proper handling of Personal Identifiable information.
- Willingness to review and adhere to Civil Rights training requirements.
- Must pass background check and maintain ethical conduct in all duties.
Other Requirements:
- Valid driver’s license and clean driving record required.
- Willingness to travel throughout a multi-county region (mileage and/or agency vehicle provided).
- Availability for regular travel and occasional lifting/loading during non-standard hours as needed.
