What is JumpStart?

JumpStart is available to residents in Barron, Chippewa, Dunn, Pepin, Pierce, Polk and St. Croix counties.  JumpStart assists eligible, low-income families in buying a reliable car for work or employment training.

JumpStart clients are expected to follow program rules for making loan payments on time, providing for regular car maintenance, and maintaining insurance coverage.

Are you eligible for JumpStart?

  • Have a job and ability to make monthly payments, or have other income (SSI, child support, etc.)
  • Meet basic credit standards or are working to repair your credit

How do I apply?

Our staff will help determine if you meet the program’s minimum requirements.  You must have:

  • A valid Wisconsin driver’s license
  • Adequate income to make car loan and full-coverage insurance payments
  • No recent history of OWI (Operating While Intoxicated) violations

What’s next?

If you qualify, JumpStart staff will assess your credit history, your household budget, and your transportation needs.  After your application is approved, we will arrange for you to receive a low-interest car loan from a local partnering lender.  Our dealership staff will work with you to find the right car at the right price.  All JumpStart cars are fully inspected, have a Vehicle Assurance plan covering major engine and transmission,  and are models with a proven record of reliability.  You can view our inventory at the Ideal Auto website – www.idealauto.org.

How do I get funds out of my JumpStart Maintenance account?

When you are approved for a JumpStart vehicle, you will also be required to set up a Maintenance Savings Account along with your loan at WESTconsin Credit Union.  Every month you will be required to put $20 into this savings account that you can draw funds out of when you do regular maintenance on your JumpStart vehicle.  This would include things like oil changes, new brakes, new tires, etc.  In order to request the funds, you will need to provide West CAP’s staff with either a receipt for the work, or an estimate from a certified repair shop.  We will then send the request for the funds to be put into your personal savings or checking account at WESTconsin Credit Union (where the JumpStart loan is held).  To submit your request for reimbursement please call our main office at 800-606-9227 or 715-265-4271 ext 0, or email your information to westcap@wcap.org, or fax to 715-265-7031.

Job Opportunity: Tenant Manager

This position will be responsible for all tenancy activities including lease ups, vacancies, rental payments, evictions, marketing/communications, site manager supervision, and be a part of our management team.

Required qualifications Two-year college or technical school degree preferred; and two years property management or related experience and/or training; or equivalent combination of education and experience.  Excellent interpersonal, conflict resolution, and customer service skills.  Strong organization skills. Proficient with Microsoft Word, Access, and Excel.

Job Opportunity: Maintenance Supervisor

 West CAP, non-profit organization that manages affordable housing rentals and is recruiting a full-time Maintenance Supervisor. This position will oversee and participate in the maintenance of all West CAP properties including manage projects, contracts, repair budgets, maintenance staffing and insure facilities are in good and safe condition at all times.  Perform maintenance activities as workload demands, including: minor carpentry, drywall finishing/painting, door and lock repairs, minor plumbing, electrical, and mechanical, lawn care and snow removal.

Qualifications: High school degree or equivalent required; related (plumbing, HVAC, or electrical) degree from a technical school and/or trade certifications are preferred.  Three years of experience in property maintenance management for larger commercial/residential portfolios with  at least two years of supervisory experience are required.   Experience and/or knowledge of building construction (including carpentry, electrical, plumbing, and HVAC), general maintenance, and energy conservation are desired.    Excellent interpersonal and conflict resolution skills are a must.   Must be able to use:  hand and power tools and lawn and snow equipment.  Knowledge and experience with property-management specific software is a plus.  Ability to use technology (computers/printers, remote networks, and touch-screen devices) is required.  Strong organizational skills are a must.
